When someone is submitting a proposal to change a procedure I think that it should clearly be stated not only what the proposal is but also what the current procedure is and how they are different.
Tonight we voted on 3 procedure changes and for two of them I did not know what the current procedure was and nor did anyone else when it was brought up originally.
I also think that the moderator should be able to call a vote to see if he/she thinks that a proposal should be more clearly worded if he/she is having a difficult time understanding or it appears that the GA is having a hard time making clear sense of it.
