This is a proposal to end the obligatory human mic as it is practiced now.
I understand that OWS uses the human mic for large meetings. This is the case because in NYC there is a noise ordinance that restricts the use of bull horns and other sound amplifying devices. In Chicago this is not the case.

I do understand that it helps for clarity in exceptionally large groups. But as it is now, if the speaker is using the megaphone correctly, much larger numbers than we are seeing now could forgo the human mic and still be heard.
I assume this movement will grow massively so I foresee the usefulness of the human mic. For this reason, this proposal allows for the speaker to evoke the human mic when desired by saying "Human Mic Check."

What happens once we get 1000 people and not everyone can hear the megaphone? We have no power to use a whole PA system. If I understand the City's code correctly, you technically need to have a permit to use anything with amplified sound on public property. You also need to have one with a gathering of over 50 people. So, we are already breaking the law a couple of ways as it is, we don't need to push it further.
Everyone should get used to the human mic, because at some point the police will not even allow the megaphone
