State of Illinois Contract with Chase to Provide Debit Cards to Unemployed

The State of Illinois Department of Employment Security (ILDES) has contracted with Chase to provide debit cards to the unemployed. Below are the issues:

Per ILDES (and through my experience) individuals must activate the Chase card in order to access their initial payment. After the initial payment is accessed through the Chase card, they can then chose another bank.

Per ILDES, individuals cannot close the Chase account (even though it is in their own name). It must remain open and in case they are unemployed in the future, payments would be automatically deposited into the Chase account.

This practice forces individuals to open an account with Chase, and takes away their right to close an account in their own name.

Propose Govenor Quinn's office be OCCUPIED by Occupy Chicago, Occupy Illinois, Occupy Illinois and every other city in the state with an “Occupy” presence.
