It seemed rather silly and considering that each speaker is time limited and this apparent rule requires the speaker to utter a few words, wait for the protestors to repeat those words, utter a few more words, wait for the protestors to repeat those words , ad nauseum, not only waste a whole lot of time which could be better spent by the speaker presenting the issue or proposal, but also confuses the issue by requiring the speaker to present the issue in broken sentences.

 

Is there a reason for this apparent rule?

There is an amplified sound law in Chicago. After one warning, the police can issue citations for using any amplified sound above conversational volume. Park policy is actually NO amplified sound AT ALL, but they haven't been by to give any trouble to my knowledge.

I think this makes sense and is critical to what makes the human mic really powerful, but first we need thousands of people..  Can't GA methods be more flexible and responsive to who has showed up, and for what purpose?   We don't want to accomplish a leaderless movement but be slaves to procedure...

ARTICLE XXI. ENVIRONMENTAL NOISE AND VIBRATION CONTROL

11-4-2800 Music and amplified sound.
(a) No person on the public way shall employ any device or instrument that creates
or amplifies sound, including but not limited to any loudspeaker, bullhorn, amplifier,
public address system, musical instrument, radio or device that plays recorded music, to
generate any sound, for the purpose of communication or entertainment, that is louder
than average conversational level at a distance of 100 feet or more, measured vertically or
horizontally, from the source
 
 
Pa systems have volume control, 
even with a single speaker PA system, 
we can effectively meet the 100 feet requirement 
AND allow our speech to be clear.
