Currently the Constitution of the State of Illinois mandates that the State's income tax be a flat tax. This makes it hard for Illinois to increase it on those who should be paying more without burdening those who already are burdened enough. Focus must be brought to this problem with Illinois' Constitution. I thought it could be a focus of Occupy.
