Recall elections

Here's a thought, has this crossed anybody's mind?

Since we are fed up with politicians (among other things), has anyone proposed the idea of recall elections for any and all (unfavored) politicians?

Consider that for a moment and read on...

Remove the current office-holder and install somebody else as a "placeholder" while the rest of us (citizens) debate what type of legislative and administrative government we want. Once the rest of us figure it out, the placeholders then vote to dissolve current political structure and thus install new structure where new candidates (under a new voting scheme) can then run for a new office.

Don't think too hard on details for the moment, just consider the general idea. I know a lot of questions will precipitate for every step of the way, but posting the details here would entail a whole novel, just consider the general idea.
