I'd like to get a discussion going on this list about what it might look like.
Some of the initial discussion about an encampment has been along these lines:
Nancy/OCCC: Would an encampment be something like a protected area for free speech?
Occupier: I adamantly oppose the creation of a free speech sanctuary
Nancy/OCCC: I hear you and have no set opinion on this at this point. I am not advocating one at this point. However, I am having some conceptual trouble with the idea of "Taking the Horse" -- meaning an encampment, advocating through the organization of a mass march for an encampment, and at the same time leaving completely open what that encampment would be like, how it would be regulated, how many people would be allowed in it at the same time, how sanitation would be handled, it's relationship with police, the park district, the city, other users of the park, and many other considerations.
It might be great to say the American people have a right to occupy any place any time for the purpose of free speech. But a mass of people camping and staying indefinitely in Grant Park -- a place reserved for the use of all the people of Chicago -- needs to be given a modicum of consideration about its regulation. Do we suspend all the laws of Chicago and the US so Occupy can take over a piece of land and use it however it sees fit? It is not reasonable to expect either the government or the citizens of Chicago to agree to that. Most of us do not want an absence of rules. We don't want anarchy.
