I believe it has something to do with Illinois cutting the CME a sweetheart tax break package while shuttering services for the less fortunate. This echos similar moves in states like Wisconsin and Florida where corporate tax rates were cut and in order to offset the deficits this created, they cut services for seniors, cut classroom spending, cut unemployment benefits, cut public sector employee compensation, etc.
