I don't like the thought of demonstrators shivering in the cold, all night, no escape, no place to pee, no water available, no access to extra layers of clothing, and possibly no place to sit or lie down.
It has happened in Europe, it would not surprise me if it happens here. It's also called "kettling" -- en masse containment of a crowd within a police perimeter. The police can make that perimeter as large or small as they want. They can also hold the crowd within it for as long as they want, subjecting them to cold, dehydration and fatigue.
Do we have plans for outflanking such an attempt?
OK, now I'm editing this to add a possible solution: the marshalls direct demonstrators to form 4 smaller groups, each of them quickly positioning themselves outside any perimeters that the police might be forming.
I am guessing maneuvers would best be done at a trot - not too fast, not too slow.
Group 1: makes a RIGHT turn and moves in that direction 100 yds. (1 or 2 blocks), stops, resumes demonstrating.
Group 2: makes a LEFT turn and moves in that direction 100 yds. (1 or 2 blocks), stops, resumes demonstrating.
Group 3: moves STRAIGHT AHEAD, repeats the above procedures.
Possible Group 4: REVERSES direction, 180 degrees, etc.
If this is all done quickly, at initial signs of encirclement, it's the best possible solution that I can think of.
Result: CPD has been frustrated in its efforts, demonstrations are taking place in 4 different places, and nobody has been immobilized. At 7pm, people start moving toward GA, or go home, or whatever they want.
Of course, if the police attempt to encircle one of the sub-groups, the same maneuvers could be repeated on a smaller scale.
