My concern with the secretariat or moderator presenting a proposal without a general member offering it is we would start to look like we're having "back room deals".

Preferably any proposal has been discussed with a few people to get feedback before going before GA. The point of GA is final consensus and ideas. While people can create a formal proposal and present without discussing with anyone else in the movement, it really slows down GA with huge stack lines as these pre-GA discussions help to solidify the idea. If you can't be on-site, the forums are intended to facilitate this conversation. Hopefully one of the people contributing ideas will be able to present it.
It's helpful when the presenter can directly clarify questions that come up in the stack line. If there is no one present who wrote the proposal, it will not have anyone to explain it either (or take friendly amendments).
