Also I think that anyone who wants more than the 'default' allotted time for an announcement or proposal, whether it's Obama or Ghandi or Jesus or anyone, has to move to vote to extend time before they start, asking for a specific number of minutes.  10% blocks, and sucks to be Obama if he wants more than 3 minutes and we won't give it to him.  We all play by the same rules, right?
