Proposal:
ALL housing options are to be presented at the General Assembly this coming week. There will be a Q&A for each option, in which the proposers will address questions and concerns. The General Assembly will vote on the options, and the option with the highest percentage of votes cast will be the one with which we move forward.

This would ideally happen as soon as possible. Wednesday or Friday.

We have a recommendation for an attorney to help with both the review, red-line, and negotiation of a real estate lease, and the recommendation and creation of a legal entity. A limited group of us are meeting with that attorney on Sunday, but we have not yet chosen to move forward with him.

We have two potential individuals within the movement that are willing to sign a lease. They are each discussing this with legal professionals to understand the risks and the changes to the lease that would be required for their participation. One has told me that he expects to be able to make a decision by the middle of next week.

Last I heard, we are still in the process of confirming with our donor that their offer of funds is still available.

The completion of these prerequisites are necessary before we must select a location.

Lastly, with the passage of the Senate National Defense Authorization Act, I personally think that a location near McCormick Place should be taken off the table for our own safety. This would require a change in the search parameters of our realtors.

I ask you to reconsider imposing a hard date for the final selection of the location. We have engaged a realtor to locate potential spaces and we will be visiting each throughout the week. As these are commercial spaces, few are available for viewing over the weekend.

Despite the accusations of some, we are as committed to finding a suitable location as quickly as possible, and unnecessarily rushing the selection is counter-productive.

That is more or less a Catch 22. As any proposal for the following week would have had to been set by Sunday at 3pm. So if this passed, we certainly could not retroactively go back and make a proposal to be voted on this week.

Given the importance of this topic, I have complete faith in the Secretariat and the GA being willing to suspend the rules for proposal submission in order to have the location of HQ2 finalized.

Please note, added on behalf of Secretariat.
In order to facilitate consensus-based voting between several indoor housing location options, the Secretariat proposes the GA adopt an approval voting system for the Housing Vote during the 7pm General Assembly on Saturday, Dec. 10th, 2011.Approval voting is a system which allows people to express all of the options they are content with. The options are read out one by one, and people can vote for all of the ones they find acceptable. The one with the most number of votes wins, which is the option supported by the largest number of people. We will vote on three spaces, as well as none of the above. If you are ok with the first space, or no space, you can vote for option one, and. "none of the above". If you are ok with all of them, but want at least one of them, you can vote for all three but not for "none of the above".
The voting for this proposal will take place on Saturday, prior to the Housing Vote.
