Draft Proposal:
Committee and General Assembly Meetings; Scheduling:
All committees are required to adhere to the following rules regarding the times and places of their respective meetings:
1) Multiple committee meetings must not be scheduled to run simultaneously. All committees must check the weekly Occupy Chicago schedule to ensure that their committee's scheduled meeting times do not conflict with the scheduled meeting times of the other committees.
2) Committee meetings can not be scheduled to take place during General Assembly meetings. All committee meetings must adjourn no less than 1 hour before the scheduled start of the General Assembly meetings; and no committee meetings can be called to order less than one hour after the adjournment of the General Assembly meetings. Adherence to these rules makes it possible for every Occupy Chicago participant to attend and participate in every committee meeting and every GA meeting, which is absolutely crucial to our ability to bring into real-world existence the ideals of openness, transparency and democratic practice that animate every element of Occupy Chicago.

a.) General Assembly Meetings
Except in case of a serious emergency of some kind, any change(s) as to the time and/or location of General Assembly meetings must be published on the Occupy Chicago website (http://occupychi.org/) and announced at that day's General Assembly Meeting(s) no less than 24 hours in advance of the rescheduled General Assembly meeting.
b.) Committee Meetings:
Except in case of a serious emergency of some kind, any change(s) as to the time and/or location of committee meetings must be published on the Occupy Chicago website (http://occupychi.org/) and announced at that day's General Assembly Meeting(s) no less than 24 hours in advance of the rescheduled committee meeting or that committee meeting must be cancelled and the rescheduled meeting postponed until such 24 hour notice can be made. In the event of a rescheduling of any committee meeting, all committee members must be given a minimum of 24 hour's notice by email and/or telephone message as to the time and place of the rescheduled meeting.
4) The 24-hour notice period will begin as soon as the rescheduling information is posted to the appropriate committee or General Assembly page(s) on the Occupy Chicago website (http://occupychi.org/).
These rules ensure that all interested persons who wish to participate in Occupy Chicago can enjoy the fullest participation in as many committee and General Assembly meetings as possible.

I keed, I keed!
I think that it is a great idea to post the changes to GA schedule at HQ, except for one thing: we have no organized way to do it right now that I am aware of, and we don't even have billboard with a daily schedule of events posted up at HQ. HQ needs to be upgraded in a big way. Once that's done, our daily schedule will ALWAYS be posted there as a matter of course and the change you suggest to this proposal will be moot. I think. Oh hell, I'll put it in there anyway.
